COPY of a DESPATCH from Governor Sir J. F. Davis to Earl Grey.
My Lord,
Victoria, Hong Kong, 27 November 1846. In pursuance of your Lordship's instructions in the printed circular of 24th August, I have the honour to enclose herewith returns of fees received into the treasury from the several departments, and also of such as are received by officers connected with the Supreme Court on their own account.
The fees received into the treasury are for the service of Government, and form a portion of the colonial revenue; they are charged under the authority of particular ordinances.
With regard to the fees in the Supreme Court, which are not charged under the authority of any ordinance, they appear to have been allowed by Mr. Hulme on the ground of custom in law courts, of which I am no judge. It would be desirable that any necessary instructions on this point be furnished to me from the Colonial Office.
